  • Ever since the Japanese were stunned by Perry's military prowess, a goal to strengthen the military was made which unified the nation and spurred modern nationalism.
  • The goal was displayed and shouted everywhere in the form of the new motto, "Enrich the nation, strengthen the military."

  • Close-order drills for units armed with
     
    modern rifles required uniformity and

    discipline, and for this, sturdy

    commoners could serve as well or better
     
    that a pampered hereditary samurai

    class.
